I have the above UPS where the batteries have completely drained; the terminal reads 6V. Can this value prevent the UPS from starting as this one does when plugged into AC outlet?

Yes, the SURT UPS range require a certain battery voltage to start up.
The more recent SRT range is able to start up without battery.
