I am trying to set up an APC SMT1500J, but I can't get it to supply any power. It is plugged in and I saw it charge from 89% to 100%. There is a message, "Output Off", but I don't see a way to change it. Another message is "Apply AC" which seems to suggest that it needs to be plugged in, but it is. Any advice would be appreciated. Thanks.

Silly question but you're pressing the enter key on the option to control the output, right? I mean I would still expect it to say "output on" if it was off for the available command but I'll just ask. Looking through the status menus too, is it reporting input voltage correctly? That could cause a problem. SMT1500J is designed for 100V in Japan so it may not turn on. If it was online and then the voltage increased to 100V, it would start trimming it but if you're providing it too high of a voltage, then it may not turn on properly.
I only ask because it seems as though you may not be located in Japan and I am not sure if you knew this is a Japanese SKU.

I think this one you need to command it to turn on. On the front LCD panel, can you navigate to the control menu and see if there is a command there to turn the output on?

Thanks Angela. I played with the menus for quite a while, but I didn't see a way to do that. The menu item that says "Output Off" doesn't allow me to select it. I can only go up or down to the next item or escape.

For probably the 10th time I pulled out the "Internal or external battery connector" plug on the back and the UPS started up immediately. I have no idea why it worked this time and not the other.

Thanks Angela. Yes, I was pressing the enter key, but it was not a valid option. I am in Canada and it was purchased from Grand & Toy here in Canada. Thanks for your comments, but it appears that the battery was not connected to the outlets.

Hmm ok. I would've expected it to tell you that some place though - that the battery was disconnected with a flashing LED and/or message on the screen. Glad it is all set for you now. The UPS may also constantly trim the high voltage (assuming 120V in Canada) unless you're using a 100V application in Canada.

Yes, we are 120V here. Since the unit is brand new, I'm going to suggest that it be returned. The battery was discharging as soon as I plugged a computer into it.
