Hello, I have acquired a APC DLA1500/ smart-UPS 1500 which just needs new batteries. Will I need to use PCPE or PCBE to make everything work properly? If I need PCBE, will it work okay in a home environment or will it be to difficult for me to use?

You should use PowerChute Business Edition or PCBE and you should also use the serial cable (pn:940-0024) or the USB A to B cable and make sure that your operating system is compatible by checking the [compatibility chart|http://www.apcmedia.com/salestools/ASTE-6Z5QEV_R32_EN.pdf].It's fairly easy to use.

Okay, I am planning on using the usb cable on a xp pro pc. On the PCBE, will I need to install the agent, server, and console? All I will need to get to is the settings. I will only have one pc and one ups.

If you just want a simple graceful shutdown solution, PCBE Agent does the job. For additional management feature, installing the Server and Console does it.
