I am currently using Powerchute Business edition to monitor four UPS'. The issue that after the power has been restored, and the batteries reach 90% cap, the servers restart, but, the fastest server (not the DC) is up and running first and it needs to be delayed so that the DC & licence server can be up and running. I am considering adding an on-delay timer between the server and the UPS, something that once it sees power, it, delays it for say 10 minutes before it passes it through to the server. Will this work, or, is there something that I can do in the software that will pause the startup of this one server.

Just to note, our software strictly deals with shutting down the system, not turning it back on. All of those configurations are system bios settings. Essentially they can be set to turn on when power is present. Perhaps some servers have a delay feature, but I've never heard of one.
In terms of APC, you would need a switched PDU to create delays for power. You can find them from the link below.

We have a site where you can check out the features also. Feel free to take a look at what the PDU has to offer. Setting delayed turn ons would be under Device Manager -> Configuration -> then click on the outlet you wish to configure.
