My UPS model is BR500I . I installed PCPE v2.0 on my windows XP.
My question : When the mains power is restored after the PC has shutdown and switched off, but before the UPS has switched off, the UPS does a power cycle on my PC . However the time period between switching the power off and switching it back on is too short so my PC can not detect it. Can I change that time period ?

Sounds like you're running a test by pulling the plug, letting it shut down your pc, plugging the UPS back in, then manually powering on your computer... (at this point during boot up the UPS reboots and your computer reboots).
The reason for this is the UPS has a turn off delay. Once the shutdown process starts the UPS will wait about 180 seconds and power off. In the event of an extended power outage, you would see the UPS shut down the computer, and then 180 seconds later the UPS would go to sleep mode and not return power until it is restored from the source.
Even in the event of a relatively short power outage which causes a shutdown, the UPS will essentially do the same thing. UPS shuts down computer -> Power returns at the wall (computer is still shut down) -> 180 seconds after shutdown begins, UPS goes into sleep mode (shuts off) -> immediately comes out of sleep mode and the computer reboots because it sees input power again (this last part is a computer bios setting to wake when power is present).

As for my question, What I want is this: when the mains power is restored AFTER the PC has shut down and switched off, but BEFORE the UPS has switched off, the UPS does a power cycle on the outlet where I connected my PC. By power cycle I mean that UPS switches the power off to my PC, then shortly afterwards switches the power on. The purpose of this is obviously to allow my PC (probably
only the power supply unit in the PC, as the PC has shut down and
switched off already) to detect that the power was lost, so that it can
start booting when the power is regained. HOWEVER, the time period
between switching the power off and switching it back on (on the outlet
where my PC is connected to UPS) is too short. So, my question to you
is: can I do something to delay the switching the power on to my PC in
this situation, so that it can detect that the power was lost, and thus
start the boot up process?
In other words, if I connect the PC to the mains (without UPS) and shut
it down, then switch off the mains, then switch it back on, the PC
starts booting automatically, which is important since this is a web
server. However, when connected to UPS, in the situation described above
UPS provides the continuous power supply and then only briefly
"simulates" the power loss on the outlet where my PC is connected to
UPS. This discontinuation of power supply to my PC is TOO SHORT for my
PC, which is now in the switched off state, to detect that the power has
been lost and start booting. All I want to achieve is somehow
reconfigure, if possible, my UPS so that this discontinuation in power
supply is a little bit longer than it is currently.

Hello,
I am still going to refer to my original answer, as there are other APC UPS customers that are not experiencing this problem with a large variety of power supplies.
The duration of the reboot of the UPS is not a characteristic of the UPS that can be changed. I would recommend checking with your computer manufacturer to see if there is something within the BIOS of the PC that can be adjusted to resolve this issue.
