As the title says. Any Network management card with its compatible UPS that can control each outlet to turn off and on remotely through app? Or any UPS that has already a feature that can control each outlet to turn off and on?

Our UPS's don't currently offer individual outlet control, however using a Network Management Card , many UPS's allow control of groups of outlets, typically 2-4 per group depending on UPS model. If you want individual outlet control, you might be interested in a Switched rPDU

Any suggestion for a cheap UPS and network management card combo that has at least 4 outlets and controls remotely the outlets by groups of 2?

For groups of switchable outlets with two or more outlets per group, you would need an SMX1000C. However, an SMX is not a cheap UPS. The SMX family of UPS are data center/enterprise level UPS.
What are you going to plug into the unit? Maybe you could look at a switched surge protector.
