Hi,
In most cases the frequency or voltage is out of acceptable range for bypass. As suggested check the wiring and the voltage.

I can't be sure your wiring is correct based on colours alone as only you could know what they are connected to on the other end so a photo is no use at all but what I can see is an earth connected to the neutral according to the green/yellow sheath on the terminal marked N (2nd from the right) so you would fail any UK installation test based on earth connected to neutral and no earth.
L1-brown, L2-Black & L3-Grey appear correct.
Where's the blue neutral wire?
