Issue with AP8641 and updating

I currently have a AP8641 that I have been troubleshooting with for days.  I have tried to format it, reset it, to no avail.  

When I login it states the following:

if I execute "about" the Application Module doesn't look like all the rest of my PDU's.  I have tried putting the .bin files on a USB stick and resetting it, but it does nothing.  What could possibly be the problem?  Am I doing something wrong, are there any hidden commands that could be run to force this thing to reload?  I feel like Im at the point of having to RMA this thing.  FTP (enabled) or SCP (SSH enabled) does not work, as it will not allow me to put upload anything.  The "format" command does not work.  Why would BOOTMON be installed under the Application Module?
