We have several APC PDU's racked (model AP8659EU3) and a non APC UPS powering our server room. What I was wondering was, do these PDU's have some sort of CLI to them or some sort of signal I can send to them to get them to power off (so the sockets and then back on again.
Basically I want to be able to switch off the power sockets in the event of a power cut, then when the power comes back on I want the system to power the sockets back on.
Ideally I would like to do this in Powershell, but if a batch file is the only way to get this to do what I want then I will make it work.
Any advice would be greatly appreciated.

This scripting interface (i.e.: appending "-c" to password) is no longer supported on device running with Network Management Card 3 (NMC3).

You can still do it with putty. And you might be able to do it with PLink. The only issue with doing it with putty is that putty must be the active window and you can not do anything else with the PC until it is done. Also if the PC goes to sleep it might interrupt the process script.
