Interrack load-balancing question

In my racks I have two metered Bay-tech power strips (PDUs) that are connected to separate L21-30 receptacles (which in turn are connected to two different power sources).

I was told to balance out the loads on the power strips by going off the Actual Current when getting readings off the strips, vice the Max Current.

Now when I look at the actual numbers it appears as though I'll be fine if one of the power strips dies and everything fails over to the "b" strip, but if I were to use the max current numbers, it's clear that I would trip the breakers during a fail over.

In your opinions what is the best practice for this situation, load-balance off of actual current or the recorded max current?

Also if there are any white papers that touch on this subject it would be greatly appreciated if you could link it (I've tried searching multiple sites but couldn't find quite what I was looking for).

Thank you for your time.
