I have a Smart-UPS 3000XL SUA3000RMXL3U and I want to install a AP9630 management card. Is it possible to install it when it is powered on?

yes, the official procedure is to braindead your UPS model (power down, remove AC power, hold down off button for a few seconds to discharge capacitors) but I never do it. i would only be concerned if your UPS is not acting properly or something else leads you to believe there is a problem with the smartslot.
personally, i feel like the downtime it takes to do this versus the risk there is to damage something is not worth it.
this is coming from an APC employee based on several years experience with these products.

The installation manual says that the power to the NMC card slot has to be removed by removing all AC and DC power to the UPS. That is the safest way of installing the NMC. That being said, I have installed and removed the AP9630s in my APC SmartUPSs with the power applied with and they have not been harmed.
I would say that you are proceeding at your own risk if you choose to install the card with the power applied.
