Hellow,
I was using APC 1000VA UPS for my a TV and a DECODER. Now i want to extend the back up time of the devices when the power cuts off, can i use 4 units of RBC6 into the 1000VA UPS for more back up time?
Please advice?

While you may be able to facilitate this on your own and at your own risk, APC would not support it. Depending on the scenario, it could also void any existing warranty. Also, the battery charger in the UPS is sized accordingly to match whatever battery cartridge comes in the UPS. The UPS will take much longer to charge all of the batteries that you may be able to wire in parallel. There may also be issues with heat dissipation on the UPS side and I just cannot suggest this as a good idea personally.
The ideal suggestion would be to obtain a UPS that supports extended run capability on its own and add additional battery packs to it.
