DELL EWS 1500 UPS

We purchased this UPS with the intent for it to have no internet connection; can this thing be set up without internect?    The screen says "Press Any Key" but when we press keys nothing happens.   The output reports off.   Need help understanding if we have a bad unit or if we will just not be able to use this unit without internet connectivity.   Also, I try to register the unit online but it says the unit is no good.
