Thank you for reaching out to the SE Community, my name is Jon and I will assist you with this query.
Normally, it is our SMC/SMT SmartUPS that has this P.17 event code with the SMT model showing a 3-digit code as well. P.17 tells us that the UPS has encountered a Bypass Relay Weld fault and this can be recovered by clearing the fault and doing a brain dead on the UPS.
You may follow the brain dead procedure for the SMC/SMT units from the FAQ provided below.

I also have a smt3000c with the same error. It's been a few month
tha battery is powered on but no device plugged in it. This morning
got the non stop beep and p.17 error code. Tried the brain dead
procedure but doesn't respond as in the video. When I push the
power button it just bring me back the beep and the error.
Anyway I used the back power switch and turned it off and
unplugged it and remove the battery. Waited 30 seconds and
installed back both battery. Got the back switch on an get the
error back. From there what should I do ?

Jon, if we tried the Cold Start and Brain Dead procedures (as well as replaced the battery for giggles) what is next? Are we SOL?

If the hardware is still under APC Warranty then submit a service request to initiate a RMA.
If the hardware is not under warranty then the options are to identify the relays and replace. The secondary option would be to replace the entire unit with a new one.
If your site follows any ISO Standards option one isn’t something you may consider unless the hardware is repaired by an authorized APC repair facility such as Coasttec:
