I am trying to connect my APC 1500C to my Windows PC and Synology NAS. It is plugged into the PC and shows up as a UPS, but I cannot see how to detect a power outage.
The NAS requires a SNMP community, but I cannot set it up on the UPS.
I can connect to the UPS remotely from my iPAD.
Also, The UPS displays "L.02". Does that mean anything?

I have appended the user manual which I believe is for your model UPS. Please read page 11 and 13 to reset the error code once you replace the battery:
As to your other question about detecting a power outage. The computer normally runs APC Power Chute Software and is connected with the supplied USB Data cable.
The system will also indicate a power issue on the LCD / LED if present along with an audio sound if you’re present.
SNMP requires the NMC or Power Chute PCSS software.

@Teken is correct and if you have a SMT1500C unit it can take a NMC card. I do not believe that PCNS or PCSS will do what it appears that you want with the SNMP and your NAS. currently you might find a deal on an AP9630 or AP9631 depending on if you want temperature monitoring or not as they are close to EOL but still work decently. The AP9640 line is the new line and will be higher in cost.
