The computer will not automatically reboot after UPS has shut down and then restarted even though I have the power option in the BIOS set to Last State. The UPS puts the computer into hibernation instead of shutting it down completely. The computer reboots when power is restored better without the UPS being used at all.

Great to hear it works! And yes, the UPS itself has a timer that gives the PC time to hibernate before the UPS cuts the power.

The BIOS needs to be set to turn on after a power outage. Last state will keep the computer off because it was safely shut down prior to losing power. And I assume safe shutdown is something you want -- if not then the data cable between the UPS and the computer can be disconnected.

I originally had the BIOS set to Power On when AC is restored, but that didn't work because the APC 650 appears to gracefully put the PC into hibernation, not a full shut down.
So then I followed the instructions in the Knowledge Base article: FA159550 which you will see, indicates that the solution is to put the BIOS into Last State. That "solution" appears to keep the PC in hibernation when power is restored so it will not turn back on ever, until the switch is pressed on the PC, as you essentially stated.
As a result, if I want to give up graceful shut down, I can get rid of the UPS because the PC starts up when power is restored normally, without the UPS.

Update - I decided to disregard the instructions in the Knowledge Base article: FA159550 and set the BIOS back to Turn On when AC power is restored as you suggested and it works correctly. It turns out that I was not waiting long enough for the Power Chute to actually remove battery power to the PC and shut it down. I thought that when it put the PC into hibernation, it would consider that to be no longer providing battery power. However, after waiting a couple more minutes, it did finally remove battery power to the PC and it shut down completely. Once it was completely shut down, it turned on as expected when AC power was restored. Thanks for your suggestion.
