I have attempted to set option 43 with the proper Hex.
I have also attempted to:
arp - s 10.20.1.22 XX-XX-XX-XX-2E-AD
PING -l 10.20.1.22
This AP9617 is refurbished and I have factory reset it. What could I be doing wrong?

EDIT: the light on the 9617 port (at the UPS) is Solid Green and blinking Amber

Hi,
Have you tried to connect to the NMC via serial comm?
You can use a local computer, a computer that connects to the Management Card through the serial port at the Management Card’s UPS to access the Control Console.
1. Select a serial port at the local computer and disable any service that uses that port.
2. Unless an APC smart-signaling cable (940-0024 or 940-1524) is already connected to the selected port, connect the smart-signaling cable that came with the Management Card or UPS to the selected port and to the serial port at the UPS.
3. Run a terminal program (such as HyperTerminal or Putty) and configure the selected port for 2400 bps, 8 data bits, no parity, 1 stop bit, and no flow control, and save the changes.
4. Press ENTER to display the User Name prompt and enter the user name. Default is apc
5. 4. Press ENTER to display the Password prompt and enter the password. Default is apc
6. After you log in choose Network from the Control Console menu.
7. Choose TCP/IP from the Network menu.
8. If necessary, change the Boot Mode setting to Manual.
9. Set the System IP, Subnet Mask and Default Gateway address values.
10. Press CTRL-C to exit to the Control Console menu.
11. Log out (option 4 in the Control Console menu) to have the changes take effect

Thank you! I was under the impression that I did not need that cable.. I procured one and I am all set now.
