I have a smart ups 700 connected to my server by serial cable
I am now getting an error message that communications have been lost,apcbeagent error 3000.a few seconds later I get a message that the communications have been established,
does any one have a solution to this issue

Without the link language you won't be able to edit either the Last Battery Replacement Date or the UPSID within the EEPROM. That's also proprietary information which will not, under any circumstances be posted by anyone on this board.
We can discuss that matter privately if you have not come to a resolution.

Is it possible for you to explain any more about your setup? Are you using any software that's also impeding the serial port? Have you verified the cable is secure on both ends? Other than having you reset the UPS, there's a few different paths to take on troubleshooting this scenario.

This sounds suspiciously like a case of the "battery replacement date" or "UPS ID" string not being set to some value inside the UPS. If that might be the case, go into APC Knowledge base and search for "Communication lost" and you will find instructions on how to connect to your ups using Hyperterminal and the 940-0024C cable... you get the UPS to go into smart mode (by typeing "Shift-Y" while connected serially and can change the battery date to some value...and set the 8 character UPS ID to something other than it being blank.
