So I have a network rack which has 4 fans sitting on top of it inside a sort of shelf fixed to the roof. These 4 fans are powered by a power cable and this are a single speed and extremely loud fan when operating.
I would preferably like to have a fan that is smarter, perhaps turns on and off when required and adjusts speed depending on temperate? Not sure if this is too ambitious.
Any recommendations on fans or solutions to replace my existing fan setup?

There are tons of options for this specific use case. You can simply replace all the fans with a PWM that has a temperature probe which allows either manual to automatic speed control.
They also make 1U temperature controlled fan units that are Plug & Play. Really comes down to your budget and overall goals with respect to control and management.
