Specifically, I have two Smart-UPS 2200 and found two AP9630 management cards that have never been installed. What would this do for me? It seems to me that if we have lost power long enough to require any kind of management action, remote or otherwise, that it is too late anyway.

This is a very powerful product. It's first purpose is to provide remote UPS management - meaning "manage" your UPS by doing things like receiving (potentially proactive) notifications of any events you want to know about via SMTP, syslog, SMTP, or strictly from the interface on the card itself, viewing general UPS status information, issuing runtime calibrations and other diagnostics, monitoring voltage/load/etc over time, all via the network via HTTP/HTTPS, telnet, SSH, or SNMP. It is also firmware upgradable, offers multiple user logins and different user permission levels, an onboard firewall, language packs, and a command line interface for optional scripting of many of these things. It also offers mass configuration options and onboard log files which can be downlaoded for storage or used by technical support or even for some auditing purposes (who logged in or out for example).
In addition to providing remote UPS management, this card works in conjunction with PowerChute Network Shutdown (PCNS) software that can be installed on any supporting operating system on the devices attached to your UPS to achieve graceful shutdown.
