WHEN PowerChute starts on my windows 8.1 machine, I get a pop-up dialog asking, "Do you want to allow the following program to make changes to your computer?". How do I set security specific to PowerChute so that windows does not ask me that question every time I start it.

Personal edition 3.0.2. Assuming what you found works, the guy answering the question is telling you to turn off security checks. I quote: "Change User Account Control Settings link. Move the slider to a different position and you will see a description of the behavior."
He then says: "NOTE: It is not recommended that you change UAC from the default settings. If you set UAC so that you don't see that pop up for a legitimate program, then anything will be able to access your system without your permission."
I believe both statements are true. Although it may fix the issue, it is not the proper way to do it.
I do NOT have the PowerChute icon displayed on the taskbar and also have software update notifications turned off. For me, I start the program manually, and this program is the only program I use that the windows security dialog pops up on. So I am a bit confussed.

Could you let us know which version of PowerChute Personal Edition you have installed? You can verify that under help->about in the software.
This pertains to the User Account Control settings in Windows which you'll find in the Control Panel that you can adjust.
