If your AP9619 has valid TCP/IP settings, it should be available via HTTP or HTTPS, telnet or SSH, and local serial console. SNMP and FTP might also be accessible. Some of this can be changed though depending on user settings.
If you're unable to access the AP9619 by typing in the IP address in your URL address bar, you could try using telnet or SSH depending on what you think you have configured. Telnet is default.
If you're not sure how to do that or it does not work, then it may be easiest (rather than guessing at what is going on) to just serial into the AP9619. At this time, you can verify the card is powered and has LEDs on it. The status LED next to the RJ45 ethernet jack on the bottom right of it should be solid green if it has valid TCP/IP settings (IP, subnet mask, gateway), but they still could be incorrect for your current network. If it is not solid green, please let us know what you do see (color and if solid or flashing).
Specific set up instructions are here if you want to try and configure/set up the AP9619 for network connectivity -> http://www.schneider-electric.us/support/index?page=content&country=US〈=en&id=FA156064
Your question was very general so please clarify if what I provided does not apply or is not working.
