We have an APC Symmetra LX 8 KVA with an expansion battery module and 3 PDU panels on the back of the device. I have 5 PDU's plugged into the 20A circuits. The load is currently showing about 75%. However, when I go into the statistics of that load, it shows phase 1 has 39% load and phase 2 has 75% load. My question is how do I adjust this to better balance the load between the 2 phases? Is there a standard on which PDU panels are used on which phase?

Assuming you have a rackmount/tower unit and are using the "default" backplates (two 5-20 outlets and an L14-30) as seen below:

The "top-left-most" 20a outlet of the three (per backplate panel) will exclusively draw off of phase 1. The "right-most" 20a outlet will exclusively draw off of phase 2.
