APC Smart-UPS RT 5000VA very low voltage output

hi guys
I have APC Smart-UPS RT 5000VA 230V, Part Number: SURTD5000XLI, purchases in 2012, some reason why the output power of the ups is very low, the range of 3 volts AC.
while from batery each still in normal circumstances.
when I press the test button, batery indicator light turns on but at the lowest position and indicator lights on the sign X is on.
is there any of you could help to improve the power output of the ups why is so low?
or information which the authorized service center in Indonesia?
