APC NetShelter CX Mini: Really noise fans

Hello

Recently I got a used APC NetShelter CX Mini. The fans are extremely loud. As far as I was informed, the purpose of this rack should be keeping the noise inside and not spreading it like on an open air concert. But now its two fans are making such a noise, even when closed: 60.7 dB

This shouldn't be normal, right?
Can I repair the fans? Or order new ones? 

Do the fans have some standard size, so they are available also from other vendors like Noctua, be quiet! or similar?

The fans are replaceable. You should contact local support for assistance.

The local supplier unfortunately can't deliver the fans. They sell only the rack 😞

Is there a way to order the fans directly from APC?

Are there any other fans compatible with NetShelter CX Mini?
Or should I just sell NetShelter CX Mini, because it is producing noise?
