Got this machine from out of the field and brought it to our lab to test it. Once the UPS losses all power from the outlet and batteries, of course, it stops. Once the power from the wall is reapplied, the fans in the UPS will begin to operate again, but no output power is distributed to the devices connected. It's not until I press the power button that power is once again distributed. Does this sound like a configuration issue or hardware failure?

So basically it is shutting off due to a low battery without any human intervention (correct?) - when it does this, do you see any front panel LEDs scrolling across?
i dont suppose there are any serial or USB cables or a network management card installed, are there?
