Powerview and system worked before shutting it down and replacing batteries... New batteries and nothing works except maintenance bypass to get power to my equipment. No lights, no spinning fans on the power modules, no LEDs, no powerview! Is there something that I am missing?
There is ~125V coming from all 4 battery modules, measured at the connector... A schematic would be useful...

Could be a frame issue then unfortunately beyond trying a new MIM and RIM if you wanted to spend the money but it'd be strange both failed at the same time..or if something damaged the backplane connectors for them.

Can you put System Enable in the ON position and let us know what LEDs you see on the Main Intelligence Module? There should be two green lights if System Enable is on.

There are no LED lights anywhere... I am looking across the boards through the MIM and RIM ventilation perforations as there aren't any lights mounted on the face of these modules...

Well, I suspect either MIM or frame. I'd try a spare MIM if you had one to see if it lights up or what we did here was pull the MIM out and try to start the unit with just a MIM (meaning put system enable on) and it should at least light up the display. That would also assist you in reseating the MIM ultimately. If that does not work, there seems to be a larger issue in the frame.

From a cold start, with Maintenance Bypass OFF (not bypassed), putting the Input circuit breaker ON , then System Enable ON, should light up the AP9215.

I am going to assume this is a Symmetra Masterframe/Power Array but could you clarify what UPS we are talking about please? AP9215 is the part number of the PowerView display.
Also, anytime you're not working with this, I'd make sure that the batteries remain dis-engaged from the frame of the UPS so they don't become damaged.
What sequence did you to do to turn it off? Was there any other issue going on before replacing it? Sounds like no but the batteries are hot swappable so I was just wondering why you were powering it down before doing this.
As Battman said, as long as the breaker is not tripped upstream, the UPS is not bypassed, and you've got good voltage on your batteries, I believe the PowerArray would simply cold start when you flip the system enable switch.
Make sure nobody has activated the EPO or left it activated is one idea. Make sure the PowerView display is still connected to the main intelligence module (which I am guessing it is and it sounds like something else since no fan or LEDs) and then we can start there.

I don't have a spare MIM... I am to understand that you are saying the display should light up whether the MIM is in there or not. I will give it try with RIM only and then with both removed, to see if anything happens with the display.

We tested with MIM only and no RIM and the display lit up. With neither installed, the display cannot light up. The Symmetra Communications Card (SYCC) installed in the rear can keep the front display from lighting up for any LED activity so focus on the lights on the intelligence modules. While in load disconnect (when the UPS itself is energized but the output has not been commanded on), there will be no LEDs on the RIM and RIM but if there is output power in maintenance bypass, you should see LEDs on the MIM and RIM.
