Attempting to update AP7830 PDUs with Firmware AOS 3.9.4 and APP 3.9.3 although fails after multiple retires. Current firmware is AOS 3.9.3 and APP 3.9.3.

Can I ask how you're upgrading and what message it gives when it fails?
I've found the most reliable method to upgrade over the network, is to upgrade manually via FTP, transferring one file at a time - bootmon (if provided), AOS, then application (eg rpdu) in that order. It will reboot after each file, and if it takes longer to reboot than the provided upgrade application has set as its timeout, it will fail rather than wait a little longer. Upgrading manually via FTP allows us to have a little more patience than the upgrade application does.
The most reliable method overall, is via usb stick, as in https://www.apc.com/us/en/faqs/FA156047/#USB
If these still fail, a screenshot of the upload error would be useful, along with the status message you see when connecting via telnet or ssh.
