Have a 3000XLM UPS that will not turn on, I have tried cold start and brain dead reset to no avail checked battery RBC43 found battery pack at 19 volts. Will this keep the UPS from starting up? Unit was working when shut down 8 months ago, the unit is a SUM3000RMXL2U.

You need to charge the battery pack before you can troubleshoot any further.
