We bought a used APC Smart UPS 3000XL with the additional battery pack. The unit does not power up at all. The batteries are all charged. With the batteries connected or not, with the jumper in place or not, with the admin card in place, electric power connected and not connected - nothing. We have metered the breaker and it's good. We know power is reaching the additional battery pack but still the unit sits dead. Any ideas? Unit looks like it's in great shape (looks can be deceiving).

This UPS will not turn on without good batteries. At this point there is no hope of bringing those batteries back to life - they must be replaced. You can start by just replacing the batteries in the main unit (or borrowing some from a known-good unit) to see if it will turn on. Given the model number, this UPS is likely 15 years old or more which is pretty old for a unit like this. I wouldn't sink any large amount of money into it given the age.

What model 3000XL is it? Are the internal batteries connected? What voltage are you measuring on the internal batteries? On the external?

SU3000RMXL3U. Since the first post I have pulled the batteries out and begun testing. Each one has been under 5V. I'm hoping I can charge them enough to test this unit so I know it's good before replacing all the batteries. Would low batteries prevent this model from turning on even if I had it plugged into wall power?
