After upgrading SL to latest FW on the shutter rotary widget, the percentage of the louver opening has disappeared. Is it bug or feature? I'm try create widget for shutter with percentage in Widget Creator, but rotary element in widget creator tailored for dimming and create a full-fledged replacement for the original widget in it I can't.
Is it possible modify json file to add percentage figures to shutter rotary widget?

it is a "feature". This has been changed because of voice control as in combination with voice control it becomes confusing. I have sent you link to yammer announcement in PM.
We have released (24th august 2021) a small update in the Voice Control service for both Alexa and Google fixing the direction in which the shutters and blinds move, making it consistent with the commands used.
This change means that the values (%) used for moving the blinds are now inverted as shown in the table below. This is important to keep in mind because it means a change for everyone who controls the blinds by setting a percentage.
For example: To close just ¼ of the blind, the blind was previously set to 25%; now, the blind needs to be set to 75% instead (as otherwise 25% will now bring the blind to 3/4 the height) - see attached table.
Moving the blinds Up or Down through Voice control will now work literally according to the supported commands in both Systems:
Alexa: "Blinds up/down", "Increase/decrease blinds", "Make blinds darker/brighter", "Roll blinds down/up", "set the blinds to X", etc.
Google: "Close/Open blinds" , "Open/close the blinds to x%"
+ percentage has been removed.
If you need percentages back, widgets creator can be used, I guess.

Thanks for clarification regarding voice control.
Regarding widget creator. I'm try to create Widget by himself and was able to create something similar to the original. But due to rotary element in widget creator tailored for dimming light my widget can't correctly handle move and stop command (and display arrows in the background of the central element when clicked). If you can send me original widget with percent signs like json file that a can add like custom widget it would be very useful.
