I wonder, What is the difference of between "Partial Download" and "Download Application" ?

Hello,

Partial download will download just changes, in parameters or group addresses from the last download. Download application will download all application to the device.

Here is description form ETS help:

Partial Download

ETS will download only the parts that were changed in ETS and have not been downloaded before. ETS distinguishes between two parts: - Parameter/Addresses (GAs & GOs) - Application Programs

Download Program

Will download the application program into the device.
