Customer purchase a smartconnector license and installed, they want to transfer smartconnector on another pc or a virtual machine, is it possible to transfer the license without buy a new license? If yes, how to do it? Need return the license first?

There is potentially more than one license you could have a problem with here.
I would suggest in all instances I hope the license providers can help although I'm not sure it's covered fomally in any documents. There is no mechanism to formally return a license, so you will just have to claim new ones.
1) SmartConnector Runtime - as long as you have a valid purchase order for the original license, I would suggest just claiming a new license from the License Depot for the version you require and enter your purchase order number again. I'm sure the team working on the backend will notice that this is an upgrade. This process does not issue any new charges so you won't get an invoice for getting a new license.
2) For any licensed extension, they are also likely tied to your machine thumbprint. So again, you'll need to claim again, contact the developers of the extensions and in my opinion they should in this instance grant you another claim on your license claim token. I know that for my team (Global Engineering Centre of Excellence) if you have any extensions licensed by us and this type of incident happens we would be happy to help you transfer you license. This would however be up to the developers of the extension, so if you have extensions from partners or other SE developers you will need to check with them. This is just my opninion not fact 🙂

Thanks for your answer, I got it. but I have further question, if the machine destoryed or reinstall the OS, Get a new license is the only soultion?
