I am hosting a SmartConnector EWS server in EBO 2022 and some folders are coming through empty. If i go to the hardware folder, i can see that the folder has values. If i host just that folder, it populates the folder. The work around currently is to host those folders individually which is a bit of a pain, but does work.
If i host the same EWS server in version 3.2, there is no issue, all folders are populated. I'm wondering if this is an issue with 4.0?
Has anyone else seen this issue?

I haven't noticed this, but I suggest you submit a ticket with support as it seems like an EBO issue based on your description.

To answer your last question, yes, it happened to me as well. Used the same workaround. Since the EWS tree looked fine in the system folder I figured that it probably wasn't Smart Connectors fault.
I removed all EWS items and recreated them in the Smart Connector, but it was still the same folder not being populated. I couldn't find anything weird with that particular folder.

I have this Product support case and working on a solution for this issue.
As Steve has found there is a workaround but it makes a bit more work on a large web services interface.
