I have a fan in a toilet wired to a wiser switch along with the toilet light on a separate switch, I want to set a automation when IF the toilet light has been on for 1 minute the action turns on the fan, IF the light hasn't been on for 1 minute and is switched off then the fan does not come on. I cant see how to create this automation, any help with this?

Unfortunately I'm fairly certain the Wiser App isn't able to do what you need. It will allow you to set a schedule for each switch but not turn one on depending on the use of another.
This is something you could probably do in a 3rd party product like Home assistant, as that allows duration based events across multiple devices.
