I am trying to use the AVGMV function block and it doesn't seem to be working. The RDY Output will never go Green saying it is ready to buffer. I have tried to restart the 474 has stated in the help file but still doesn't want to work

I've replicated the AVGMV block as you're using it, though without the logic above to generate the input value. Instead I'm simply using an analog input directly, scale 0...10000 and of type Real. The AI is tied to a physical 0...5v source. As I vary the input I can see the average or "Y" output quickly follow. The Ready or "RDY" output goes true after a few moments of operation, no issues at all.
In the AVGMV help I see this text: "NOTE: This function block performs an internal initialization in the first program cycle after a warm start or cold start (e.g. application download or power cycle) of the PLC program. Due to this, you have to make sure that the function block is invoked in the first program cycle. In case of inkoving the function block in a later program cycle, the internal initialization will not be performed and the ouputs may deliver wrong values."
