Alright, so, as simple as I can put this... In switchgear buss bars are required to be guarded by a barrier, to protect conductors that are crossing between sections that they are not terminating in. In my case the engineer did not properly plan out the switchgear and custom order for an existing installation and conduits/raceways can not be moved or relocated. So, with that said, the feeder conductors are being ran through the bottom of the gear sections to terminate in different sections of the switchgear.
At that point I failed the inspection and this "brilliant engineer" suggested taping the buss bars. I told the project manager, "before they implement any physical changes to the switch gear, they have to contact the manufacturer and get it OK'ed by them". If the manufacturer says no and they need to send their own electrical technician to apply a barrier for the buss bars, then that is what needs to happen.
