If the 7650 remote display is functioning with the 7650 main unit when plugged in, I would simply unconnect the remote display end of the cable temporarily and plug that into your PC. At that point, you could change the IP Address/Subnet mask in that PC to be identical to the one in use by the remote display to see if can then communicate. I would think the issue is with the PC and the IP Address/Subnet Mask not compatible with the one programmed into both the 7650 and the remote display in some manner.

The 7650 remote display communicates using Modbus TCP (or Modbus RTU over a serial connection). If the remote display is able to function with the ION7650 but you're having trouble connecting ION Setup to the same device, you should attempt to connect directly to the ION7650 using a Ethernet cross-over cable and also check that the PC IP Address/Subnet mask are similar to the one in use for the meter. If you are able to connect using a cross-over cable but not when plugged into the switch, make sure that IP Port 7700 is open via the network switch as that is the IP port ION Setup uses to communicate ION protocol to the device (where the remote display uses IP port 502).

Are you sure that the remote display is communicating with the main unit? Does the main unit have its own integrated display or is it a transducer model (no display on the main unit). If its the latter, did you program the main unit IP address at some point? If not, then the issue is that the main unit is shipped with a default IP Address and the one you've entered into the remote display (the one shown for the ION device on the right hand side) is just the IP address it is attempting to connect to (not what the meter is actually configured for).
To confirm that the remote display is communicating to the main unit, if you select "Connect" button from the TCP screen, are you able to connect and view data? If it is NOT connecting, then we need to configure the main unit IP address through some other means first (like RS-232/RS-485) or figure out what the default IP is set to. If it is able to connect, you should be able to press the cog icon at the top of the screen and navigate to Network Setup -> General to see the IP address/subnet mask/gateway of the main unit.
