The ION devices have so many registers that it is impossible to expose them all through Modbus. The Modbus protocol can only expose 64k 16 bit values - just about all the ION devices have at least 50k+ registers possible (and most of those are 32 bit integers or floating point values).
The core power metering registers are exposed by default and then additional registers can selectively be exposed by changing the device configuration to match your application. If you want to take full advantage of the ION device capabilities you need to use the Power Monitor Expert or Power SCADA packages.

In ION meters other than the PM8000, it is true that the number of measurements mapped into Modbus is somewhat limited. But to be clear, a major effort was made on the PM8000 to make all of the real-time measurements from the default ION template available in the Modbus map. This does not mean providing every ION register as a Modbus register (since many of the ION modules/registers are interim values in the calculation chain and are not relevant measurements themselves). Please refer to the published PM8000 Modbus map, and if you discover relevant real-time measurements for your application that are not listed, please let us know.
When creating new measurements through customizations to the ION framework, there is a limited capability to map these new values into Modbus using the Modbus Slave Modules in the ION framework. Please also note that functions beyond reading real-time measurements are still limited today via Modbus (historical data, configuration, etc).
