We tested the meters in the office here. It does not seem like the port acts as a pass thru. Downstream meters in an Ethernet daisy chain lost connection when power was lost to the meter.
I would like to get a confirmation on this design feature and an explanation for a customer if this is a concern for them.

This is confirmed for both PM5000 and PM8000 but as a benefit there is less wiring and ethernet switching equipment. With the PM8000, you can create a redundant loop using it's RSTP feature and managed ethernet switches. If one meter in the loop loses power, communications will automatically be routed through the redundant loop to access the other daisy chained devices.
