I have a customer who requires a Letter of Volatility in their specific format, is there someone I should contact directly to get this filled out?

is there someone I can forward a Letter of Volatility to have it completed. This is letter is holding up the installation of multiple meters in several facilities. Any advice you can provide would greatly be appreciated.
