I have found the ION7650 v410 device template on the following link:

Can someone explain why the name on the on the files are with labels "locked"
And is there any Standard Template for v410 without PQ ?

Locked means there are a list of modules that have been disabled editing from the factory so that these modules can not be modified or deleted from a meter. In term of functionality, the FAC locked template is same as the not-locked one.

In the previsous versions, there are templates that has no PQ. Is there any specific standard template (No PQ) for v410? say 7650_V410_FAC_V4.1.0.1.1?
