You are correct that the ION7650 meter does not support IEEE float formats in the modbus slave modules. Below is a copy from the ION Reference document
"NOTE: The registers and settings available in this module depend on the device or node you are configuring, as well as its firmware and template versions. Not all registers or settings are available on all devices or the Virtual Processor, and labels may vary."
If you were to look at the modbus slave module of the PM8000/ION7400/ION9000, you would see the option to select IEEE Float. This is why the option is listed in ION Reference.
