AccuSine FW 3.1.0 - Upgrade Tool Malfunctioning

With the latest 3.1.0 FW for AccuSine+, I'm finding that the only way the Active Filter Upgrade tool works is by going through Update Tool 003.001.000\Data64\program files\Active Filter\UpdateTool.  However, it should just go through the "install_Updater" in the root folder, any ideas why this is happening?  The manual doesn't make any mention of this (attached).

Dear Aaron,

I just downloaded the FW update tool (v3.1.0) to verify, and can install successfully with the "install.bat" under root folder.

Pls check if it blocked by some kind of anti-virus, because the "*.bat" files are always treat as potential threat.
