Unable to communicate to a Hand-Held Console (HHC) on Windows 7

Cause
Com Port settings not working with the HHC
Resolution
To resolve this issue, change the following port setting that is used to communicate to the HHC.
- DCB is set for Even Parity
- Flow Control is disabled
- Stop bits is 2
- Baud Rate is 1200
