Can a new style Erie Poptop Actuator replace and old Erie Classic style actuator?

I don't believe so, you would need to change out the valve as well if you want to use a pop top.

The Erie Classic style valve and actuator assemblies were built where the actuator was permanently mounted to the valve. The newer Erie PopTop style valve and actuators are built so the actuator can be removed and replaced while the valve stays connected to the pipes. Therefore, PopTop style actuators are not compatible with the Classic style models.
For the Erie Classic valves, their are rebuild kits available, see attached. If the valve is sweat end, replacement with an inverted flare style valve body can be an easier replacement option due to the inverted flare union fittings and longer overall length.
