I would suggest, for a hotel room, to look for thermal actuators as they are silent in operation.
on 2 way valves, I would try and use PIBCV where possible, for 3 way valves there is the VZ308E program - these zone valves take the thermal actuators - you can get on/off actuators for a thermostat, and 0-10V for a basic modulating control.

size : 1/2'' and 3/4''
Number of port : 3 way
temperature range : 0-50 C
