I use an old TSXPCX1031 (grey cable with a box and a dial in the middle) as I still have a real serial port, but there are USB replacements for this now. Connect to the 'TER' port and it should put the port into default port configuration for programming terminal connection.
If you are lucky, it will have Unity FW with a Unity (now called Control Expert) program, and the programmer has included the 'Upload Information' option, which will allow you to upload the program. You should be able to use an OS and version of Unity/ECE that is newer than that with which the program was built.
If you are unlucky, it is Unity/ECE but has no upload info, and you will have to find the original program from the author. Good luck with that one.
If you luck levels are about medium, it will be a PL7 program which should allow you to upload it but will not have any comments. I have not used PL7 on anything except Windows XP, but I would expect it would also work on Windows 7 (32bit).
If there is indeed a memory card behind that plug, then the PLC program is stored on that card. It has two batteries on it - main and aux. As long as the batteries are fine, the card can be removed and put into a replacement CPU. Data will go back to INIT values. (There is also a battery in the PSU which is responsible for maintaining variable data in the CPU, but this is just an FYI).

Have you tried the last version of PL7 Pro which is V4.5 SP5?
