ACX 5720 pingable but not online?

Hi

   We have ACX 5720 Vesion 1.100033 can ping but not come online for first adding in Continuum 1.94 or 2.03.

the CPU blinking is normal but still cant see ACX online,  any advice?

already make reset IP and clear memory.
