provide interval and offset fields for Advanced Modbus and DNP3 polling

This idea comes from Neil Talati of Chevron Canada

Neil likes the fact that the Advanced OPC driver has both 'interval' and 'offset' fields for polling.  He would like to see these brought over to both Advanced Modbus and DNP3 drivers.  The purpose is so that he can poll specific points at specific times.

Would this be related to the Confidence Polling options on Advanced OPC points?

Great request, the current  method using scan groups in the advanced the modbus driver and dnp3 driver can be hard to implement without some advanced planning. We often run into scenarios where we may wish to offset the interval. Also, the way scan groups are defined and linked at the channel instead of the device make it less user friendly than the confidence polling found in the advanced OPC driver.
